    The Open Network for Digital Commerce (ONDC), a Section 8 company established by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, is a path-breaking initiative designed to transform the e-commerce landscape in India. Rather than functioning as a traditional platform or marketplace, ONDC serves as an open protocol, enabling interoperability and decentralization across digital commerce networks.

    Unlike conventional e-commerce giants, ONDC breaks down platform silos, allowing direct interaction between buyers and sellers across various compliant applications. This results in enhanced discoverability, lower transaction costs, and reduced dependency on single entities.

    Sellers onboarded through any ONDC-compliant seller application become instantly visible to buyers using any ONDC-enabled buyer platform, thus increasing market access and lowering customer acquisition costs. ONDC achieves this by:

    • Expanding the consumer base to include digitally underserved and unserved users

    • Tapping into existing digital ecosystems such as fintech and mobility platforms with large user bases

    • Encouraging competition among seller platforms to keep transaction fees lower than traditional e-commerce models

    Key Features of ONDC:

    1. Interoperability – Seamless buyer-seller interaction across multiple platforms

    2. Unbundling of Services – Specialization by network participants without controlling the entire value chain

    3. Increased Competition – Lower commissions and greater choice, especially for MSMEs and small sellers

    Support and Initiatives by Central and State Governments:

    Central Government Initiatives:

    • Ministry of MSME’s TEAM Scheme: Financial assistance for onboarding MSMEs on ONDC for cataloguing, logistics, packaging, etc. with 50% support targeted at women-led enterprises

    • eSaras.in (Ministry of Rural Development): Over 800+ SHG products now live through a central warehouse in Delhi-NCR via ONDC

    State Government Initiatives:

    • Himachal Pradesh: Onboarding local products under the HimIra brand

    • Andhra Pradesh: Supporting SHGs and cooperatives in selling on ONDC

    ONDC’s Ecosystem Support and Capacity Building:

    ONDC is actively nurturing startups, SHGs, micro-entrepreneurs, and small sellers through:

    • Support for startups building digital commerce solutions

    • 3,000+ hours of virtual training and 200+ hours of technical sessions attended by 50,000+ stakeholders

    • Seller handbooks in 14 Indian languages for first-time sellers

    • Collaboration with SIDBI, NABARD, and other partners to onboard underserved communities

    • Common Services Centers (CSCs) going live to connect rural India with digital markets

    Language Inclusivity and Regional Access:

    • Partnership with Bhashini for app and platform development in Indian languages

    • Launch of ‘ONDC Sahayak’ WhatsApp bot in 5 languages (to expand to 22) for seller and buyer support

    • Promotion of regional language interfaces in buyer/seller apps for improved accessibility

    • Bridging language gaps to connect regional businesses with digital consumers

    Empowering Buyers with More Choices and Better Prices:

    • Expanded seller base across diverse geographies and platforms

    • Greater product diversity, especially from first-time sellers, SHGs, and artisans

    • Enhanced price discovery and competition, benefiting consumers

    • Enabling hyperlocal commerce, bringing niche, region-specific products to the digital forefront

    ONDC is not just reshaping how India shops; it’s revolutionizing who gets to participate in digital commerce. By unlocking access, reducing costs, and promoting inclusivity, ONDC is creating a level playing field for millions of small businesses and consumers across the country.
