Modi Calls Indian Ocean An ‘Ocean of Opportunity’

Prime Minister Narendra Modi on Sunday outlined India’s vision of transforming the Indian Ocean into an “Ocean of Opportunity” while strengthening strategic ties with Seychelles during his three-day official visit to the island nation. Following delegation-level talks with Seychelles President Patrick Herminie, Modi stressed that maritime security, sustainable development and economic prosperity must go hand in hand.

Addressing the media, Modi said the Indian Ocean is a shared home whose security and prosperity are the collective responsibility of all nations in the region. He emphasized that India’s partnerships are built on mutual respect, trust and equality rather than the size of countries.

The two leaders reviewed bilateral relations and unveiled 19 agreements and initiatives aimed at deepening cooperation across defence, maritime security, digital payments, healthcare, agriculture, education, connectivity and space technology. Among the key outcomes were an extradition treaty, an agreement on the peaceful use of outer space, the introduction of UPI-based digital payments in Seychelles, a new line of credit through the Export-Import Bank of India and preparations for a new Seychelles National Hospital.

India also reaffirmed its commitment to Seychelles’ maritime security by gifting a fast patrol vessel, handing over 10 utility vehicles and five Laser Radial class boats to the Seychelles Defence Force, completing the refit of Coast Guard vessel PS Zoroaster and upgrading a Dornier aircraft with a modern glass cockpit.

During the visit, President Herminie conferred the honorary ‘Guardian of the Blue Horizon’ title on Prime Minister Modi, the first such honour awarded by Seychelles and Modi’s 34th international recognition. Accepting the honour, Modi dedicated it to nations working to combat climate change and promote environmental conservation.

He highlighted India’s global sustainability initiatives, including Mission LiFE, the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure and the International Big Cat Alliance. Modi is also scheduled to attend Seychelles’ Golden Jubilee National Day celebrations as the Guest of Honour, underscoring the close and enduring partnership between the two countries.
