    Bihar SIR: Over 83% Enumeration Forms Collected As Deadline Nears

    With just 11 days left before the final deadline to submit filled Enumeration Forms (EFs) in the ongoing Special Intensive Revision (SIR) in Bihar, the state has already seen significant participation. After two rounds of door-to-door visits by Booth Level Officers (BLOs), over 6.6 crore EFs have been collected from the total 7.89 crore electors—an impressive 83.66% coverage so far.

    In the process, BLOs also identified that 1.59% of electors had passed away, 2.2% had permanently moved to other locations, and 0.73% were found to be enrolled at more than one place. Taking all this into account, about 88.18% of the electorate has either submitted their forms or been accounted for through necessary corrections. Only 11.82% now remain to submit their EFs—many of whom have requested a few extra days to gather documents and complete the process.

    To ensure no eligible voter is left behind, the Election Commission of India (ECI) is stepping up its efforts. Around 1 lakh BLOs are preparing for a third round of house-to-house visits. Their work is being supported by 1.5 lakh Booth Level Agents (BLAs), appointed by political parties, each authorized to certify and submit up to 50 EFs per day.

    In urban areas, special camps are being organized in all 5,683 wards across 261 Urban Local Bodies (ULBs) of Bihar to make it easier for voters to participate.

    For electors temporarily living outside the state, the ECI is making targeted efforts through newspaper advertisements and direct outreach. These voters can conveniently fill and submit their forms online using the ECINet App or via voters.eci.gov.in. They can also send forms to their BLOs through family members or digital platforms like WhatsApp.

    A key part of this year’s drive is the newly launched ECINet platform—an all-in-one digital tool that replaces 40 earlier ECI applications. It allows voters to fill out EFs, check their names in older electoral rolls (like the 2003 ER), and directly connect with their local election officials.

    So far, ECINet has enabled the upload of over 5.74 crore forms as of 6:00 PM today. Its document review system is helping Assistant Electoral Registration Officers (AEROs), Electoral Registration Officers (EROs), and District Election Officers (DEOs) to verify eligibility faster and more efficiently.

    With digital tools, human outreach, and multi-level coordination, the ECI is working tirelessly to ensure every eligible voter in Bihar is included in the upcoming Draft Electoral Roll, to be published on August 1, 2025.
