    Bihar SIR: Key Updates As Of July 23, 2025

    The Election Commission has shared significant progress in the ongoing State Intensive Revision (SIR) of electoral rolls in Bihar:

    • Elector Coverage: 98.01% of electors have been covered.

    • Data Findings:

      • 20 lakh deceased electors identified

      • 28 lakh permanently migrated electors reported

      • 7 lakh electors found enrolled in more than one place

      • 1 lakh electors untraceable

      • 15 lakh enumeration forms not returned

      • 7.17 crore forms (90.89%) received and digitised

    On July 20, 2025, lists of electors identified as incorrectly included and those yet to return their enumeration forms were shared with 1.5 lakh Booth Level Agents (BLAs) appointed by district presidents of 12 major political parties in Bihar.

    Form Submission for Temporarily Migrated Electors:

    Bihar electors temporarily residing outside the state, who have not registered elsewhere, can submit their enumeration forms via:

    • Online: https://electors.eci.gov.in or the ECINet mobile app

    • Printed form submission through a family member to the BLO

    • Scanned or photographed copy of the signed form via WhatsApp to the BLO

    Inclusion in Draft Electoral Roll:

    Names of electors who have submitted their forms will be included in the Draft Electoral Roll. Electors can track their form status at: https://electors.eci.gov.in/home/enumFormTrack#. SMS alerts have been sent to those who provided their mobile numbers.

    Next Steps:

    • The Draft Electoral Roll will be published on August 1, 2025, marking the end of SIR Phase 1.

    • Electors or political parties can:

      • File objections to incorrect inclusions by September 1, 2025

      • Submit claims if an eligible person’s name is missing, also by September 1, 2025, with the concerned ERO/AERO of the respective Assembly Constituency.
