Advisory on Repeated Applications for Steel Import NOC and Appeal Process

By Aruna Sharma on July 25, 2025 Industry

It has come to the notice of the Ministry of Steel that several companies are repeatedly submitting applications for the No Objection Certificate (NOC) for the import of steel, even after their initial applications have been rejected.

Applicants are hereby informed that once an application for the import of steel under BIS Standards from a non-licensee is rejected by the Technical Committee of the Ministry, they may file an appeal before the Appellate Committee within three months of the rejection, if they are not satisfied with the decision.

Applicants are advised to file such appeals through the SIMS portal. The Appellate Committee will consider the appeal after providing the applicant an opportunity to be heard either in person or via video conferencing (VC). If the applicant fails to appear on the scheduled date, the Committee will proceed to decide the matter based on the available records. The Appellate Committee shall issue its decision within 15 days of receiving the appeal.
