    SMC Guidelines 2026 Clarified For Unaided Schools

    The Ministry of Education, Government of India, has clarified the applicability of the newly launched School Management Committee (SMC) Guidelines 2026 following concerns raised by different sections of society. The Guidelines, aim to strengthen community participation in school education by promoting decentralized and participatory school governance. The initiative focuses on creating a supportive, inclusive and effective learning environment while encouraging greater community ownership of schools.

    However, questions were raised regarding whether the Guidelines would apply to differently managed schools under Section 21 of the Right to Education (RTE) Act, 2009. The Ministry stated that schools covered under Section 2(n)(iv) of the RTE Act would not be required to implement the SMC Guidelines 2026, provided they do not receive any aid or grants from the appropriate Government or local authority for meeting their expenses.

    At the same time, the Ministry encouraged such schools to voluntarily form School Management Committees to improve transparency, accountability and participatory governance. The Ministry emphasized that education is a shared responsibility involving the Government, schools, parents and the community, and stronger collaboration among stakeholders is essential for improving school functioning and learning outcomes for children.
