    Ministry Of Education Gears Up For Special Campaign 5.0

    The Department of Higher Education (DoHE), Ministry of Education, will actively participate in Special Campaign 5.0, being organized by the Government of India from 2nd to 31st October 2025. The campaign aims to promote Swachhata (cleanliness) across government offices and autonomous organizations while reducing pendency of matters and improving workplace efficiency in centrally funded Higher Education Institutions (HEIs).

    To prepare for the campaign, Dr. Vineet Joshi, Secretary, Higher Education, chaired a hybrid meeting on 12th September 2025 with more than 170 participants, including heads and faculty members of centrally funded institutions, representatives of UGC, AICTE, and officials of DoHE. He urged stakeholders to take proactive measures to ensure the success of Special Campaign 5.0, with a vision to surpass the achievements of previous editions.

    The campaign will be conducted in two phases: a Preparatory Phase (15th–30th September 2025) to set specific targets, identify pending references, and outline key areas for cleanliness and space management; and an Implementation Phase (2nd–31st October 2025) focusing on clearing pending matters such as MPs’ references, PMO and inter-ministerial communications, Parliamentary assurances, and public grievances. Offices will also prioritize record management, e-waste disposal, and beautification of workspaces.

    To enhance transparency and engagement, progress will be reported daily, and awareness will be promoted through social media under the hashtag #SpecialCampaign5.0. The DoHE has set ambitious goals to make this campaign more successful by improving digitalization, sustainability, and office efficiency while accelerating the disposal of outdated records and e-waste.

    In Special Campaign 4.0, DoHE achieved significant milestones:

    • Resolved 84% of public grievances (564 of 665 cases) and 81% of grievance appeals (112 of 138 cases).
    • Reviewed over 1.62 lakh physical files, of which 99,750 were weeded out; and closed 4,528 e-files after review.
    • Optimized 3.46 lakh sq. ft. of space across HEIs, AICTE, and UGC.
    • Generated ₹1.91 crore in revenue through space optimization and record management.
    • Implemented innovative sustainability practices, including environmental murals at Shastri Bhawan, organic waste recycling at CU Jammu and Tripura University, eco-friendly crafts at NIT Silchar, and a Vintage Park at NIT Jamshedpur.

    Building on these achievements, DoHE is determined to make Special Campaign 5.0 a bigger success, fostering cleaner campuses, efficient governance, and sustainable practices across India’s higher education ecosystem.
