    Prime Minister To Inaugurate Kartavya Bhavan

    Prime Minister Shri Narendra Modi will inaugurate the newly constructed Kartavya Bhavan – 03 at Kartavya Path in Delhi at 12:15 PM. Following the inauguration, the Prime Minister will also address a public programme at 6:30 PM the same day.

    This event marks a major milestone in the Government’s commitment to modern, efficient, and citizen-centric governance, aligned with the Prime Minister’s vision of administrative transformation.

    Part of the Central Vista Transformation

    Kartavya Bhavan – 03 is the first among several upcoming Common Central Secretariat (CCS) buildings under the Central Vista redevelopment project. It aims to centralize and streamline administrative functions by bringing key Ministries and Departments under one roof.

    Currently, many Ministries operate from outdated buildings such as Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan, built in the mid-20th century. These aging structures are inefficient and require high maintenance.

    State-of-the-Art Design and Features

    Spread over approximately 1.5 lakh square meters across two basements and seven floors (Ground + 6 levels), Kartavya Bhavan – 03 has been designed for efficiency, collaboration, and sustainability. It will house the offices of:

    • Ministry of Home Affairs

    • Ministry of External Affairs

    • Ministry of Rural Development

    • Ministry of MSME

    • Department of Personnel and Training (DoPT)

    • Ministry of Petroleum & Natural Gas

    • Office of the Principal Scientific Adviser (PSA)

    Key infrastructure and technological features include:

    • IT-ready workspaces with secure access via ID cards

    • Integrated electronic surveillance and central command system

    • Noise-reducing, energy-efficient double-glazed façades

    • Energy-saving LED lighting and smart power management

    • Smart elevators and occupancy sensors

    Green, Sustainable, and Future-Ready

    Kartavya Bhavan – 03 exemplifies eco-conscious design and aims for a GRIHA-4 rating with a host of green features:

    • Rooftop solar panels generating over 5.34 lakh units of electricity annually

    • Solar water heaters meeting over 25% of daily hot water needs

    • Rainwater harvesting and zero-discharge waste management system

    • Recycled construction material including demolition waste in masonry and paving

    • Lightweight partitions to reduce structural load and conserve topsoil

    • In-house solid waste processing unit

    • Charging stations for electric vehicles (EVs)

    • Water recycling system for reuse in flushing, landscaping, and cooling

    The building is designed to consume 30% less energy through passive cooling techniques and efficient mechanical systems, making it a benchmark for green governance infrastructure.

    Symbol of Administrative Reforms

    Kartavya Bhavan represents a bold step toward modernizing governance architecture, improving inter-ministerial coordination, reducing overhead costs, and enhancing public service delivery. It reflects the Government’s holistic approach to administrative reform and its focus on technology, sustainability, and efficiency in public infrastructure.
