The Pradhan Mantri Kaushal Vikas Yojana (PMKVY), under the Ministry of Skill Development and Entrepreneurship (MSDE) and implemented by the National Skill Development Corporation (NSDC), has trained/oriented over 1.6 crore candidates in the last decade. As of June 30, 2025, 1.29 crore candidates have been certified under the scheme. Additionally, around 1.74 crore candidates have received training through other NSDC programs.

To date, over 2.32 lakh trainers have been certified by Awarding Bodies under NSDC. The trainer-to-trainee ratio varies depending on the nature and location of training.

    Key Measures for Quality Enhancement

To improve training quality, the government has introduced PMKVY 4.0, emphasizing:

    • On-the-Job Training (OJT)

    • NSQF-aligned courses for better employability

    • Standardized cost norms

    • Digital monitoring via the Skill India Digital Hub (SIDH), including:

      • Aadhaar-based enrolment

      • Biometric attendance

      • Geo-tagging

      • Real-time dashboards

The government also ensures compliance among for-profit training centres through:

    • Accreditation under the Skill India Quality Assurance Framework

    • e-KYC-based enrolments

    • Grievance redressal systems

    • Audits and third-party evaluations

Strict action, including blacklisting, FIRs, and financial recovery, is taken against non-compliant Training Centres.

    Inclusivity and Future-Readiness

    PMKVY 4.0 emphasizes:

    • Outreach to marginalized communities

    • District-wide geographic spread

    • Special focus on Aspirational and LWE-affected districts

    • Introduction of courses in AI, Electric Vehicles, Robotics, 5G, and Data Analytics to meet emerging job demands

    Financial Allocation

In FY 2024–25, ₹1,538.29 crore was released for implementation of PMKVY across States and UTs. No funds have been released yet in FY 2025–26.

    Top recipients include:

    • Uttar Pradesh – ₹352.64 Cr

    • Rajasthan – ₹292.42 Cr

    • Madhya Pradesh – ₹205.84 Cr

    • Punjab – ₹104.17 Cr
