The two countries have decided to start negotiations soon on the Economic and Technological Cooperation Agreement (ETCA), which Prime Minister Narendra Modi believes will open new avenues of bilateral trade and economic cooperation.

Focus on connectivity in enhancing mutual cooperation

Understanding that connectivity is a very important aspect in increasing mutual cooperation, India and Sri Lanka have decided to increase air connectivity. It has also decided to start passenger ferry services between Nagapattinam in Tamil Nadu and Kanke-Santthurai in Sri Lanka. These steps will help in increasing trade as well as increasing the movement of people. Chennai-Jaffna resumes flights between both countries It is helping to increase people-to-people contact. Both countries are confident that the ferry services will give it a further boost in the future.

The two countries will also increase energy cooperation.

With a view to enhancing energy cooperation, the two countries have decided to expedite the work of connecting the electricity grid. India and Sri Lanka have decided to conduct a feasibility study to explore the possibility of building a petroleum pipeline between the two countries.

India-Sri Lanka Relations, Indian Ocean and Strategic Importance

The problem of fishermen has long been a factor in India-Sri Lanka relations, that has been difficult for both countries to resolve. A large number of Indian fishermen go to the Indian Ocean in search of livelihood.Sometimes cases like murder often come up. The issue of confiscation of boats of Indian fishermen is very old. A total of 284 Indian fishermen were arrested and a total of 53 Indian boats seized by Sri Lankan authorities in 2019 and 2020.

In his talks with Sri Lankan President Ranil Wickremesinghe, Prime Minister Narendra Modi also discussed issues related to the livelihood of fishermen and the two countries have agreed to move forward with a humanitarian aspect to find a solution to the problem.

Issue of rights of Tamil community in Sri Lanka

The issue of discrimination and denial of political rights to the Tamil community in Sri Lanka is also an aspect of the relationship between the two countries, which creates bitterness from time to time. The demand for political autonomy of the Tamil minority community in Sri Lanka is very old. Solve this demandPresident Wickremesinghe began talks with the Tamil National Alliance (TNA) in December 2022 to bring in the north-east areas of Tamil-majority Sri Lanka, which has been opposed by the Sinhalese community, which has about 75 per cent Sinhalese and 11 per cent Sri Lankan Tamils.

India has always been an advocate of full implementation of the 13th Amendment to the Sri Lankan Constitution, which seeks to give more powers to provincial councils to meet the demands of the Tamil people, which was incorporated in 1987 but has not been fully implemented., He seems to be trying to find a solution to the issue, though his ideas of full implementation of the 13th Amendment have been opposed by powerful Buddhist religious leaders.
