The Government of India has launched Special Campaign 5.0 from 15th September 2025, with a focus on institutionalizing Swachhata (cleanliness) and disposing of pending matters. The campaign will set specific targets during the preparatory phase (15th–30th September) and achieve them in the implementation phase (2nd–31st October 2025).
The Ministry of Railways is fully prepared to ensure the campaign’s success across Indian Railways. The Railway Board, under the leadership of Chairman & CEO Shri Satish Kumar, along with senior officers, is closely monitoring preparations. A D.O. letter with detailed guidelines has been issued to all General Managers and unit heads, while a review meeting chaired by the Secretary, Railway Board, with all nodal officers was held on 27th August 2025.
Active participation has been mandated across 17 Zonal Railways, 70 Divisional Offices, 10 PSUs, 9 Production Units, and 9 Central Training Institutes. More than 150 nodal officers have been designated to coordinate efforts, supported by a dedicated WhatsApp group for real-time updates and communication.
In the preparatory phase, units are finalizing targets related to pendency clearance, file review, cleanliness drives, e-waste management, and scrap disposal.
The Ministry reiterated its commitment to make cleanliness a daily institutional practice and ensure timely resolution of pending matters. With well-coordinated planning and wholehearted participation across all railway units, Indian Railways aims to make Special Campaign 5.0 a resounding success.
