As per the guidelines of the PM Vishwakarma Scheme, the initiative is being jointly implemented by three key ministries of the Government of India: the Ministry of Micro, Small and Medium Enterprises (MoMSME), the Ministry of Skill Development and Entrepreneurship (MSDE), and the Department of Financial Services (DFS) under the Ministry of Finance (MoF). Among them, the MoMSME acts as the nodal ministry responsible for the overall implementation and coordination of the scheme.
The skilling component of the scheme is overseen by the MSDE, which has designated the National Skill Development Corporation (NSDC) as the Project Implementing Agency (PIA). To facilitate on-ground implementation, District Project Management Units (DPMUs) have been deployed across the country.
As of 16 July 2025, 497 DPMUs have been appointed, covering 618 districts. The primary responsibilities of these DPMUs include creating awareness about the scheme among Vishwakarma beneficiaries, informing them about training schedules, training centre locations, and the benefits of participation. They also coordinate with relevant stakeholders and assist the beneficiaries in reaching training centres. A critical part of their role includes regular physical monitoring and inspection of the training centres to ensure strict adherence to scheme guidelines.
Due to project-specific requirements and operational needs, 107 DPMUs have been assigned multiple districts. However, no double payment instances have been reported, as all payments are strictly processed based on verified deployment records. To ensure the effectiveness of the scheme at the district level, DPMUs follow a task-based review system. Daily tasks are assigned by the PIA according to program requirements, and weekly reviews are conducted to assess progress. Additionally, before deployment, DPMU staff receive orientation training from MSDE, and are further supported through regular assignments and reviews—both physical and virtual—by the PIA.
DPMUs also maintain close coordination with Regional Directorates of Skill Development and Entrepreneurship (RDSDEs) to facilitate seamless district-level implementation. Their work is monitored on a weekly basis to ensure consistent performance and compliance.
