    Skill Development of Unemployed Youth

    Ministry has taken various initiatives to mitigate the impact of COVID-19 pandemic on skill development training. Some of them are given below:

    1. Special programme for training of reverse migrants under PMKVY: Ministry has implemented special programme for training of reverse Shramik (migrant) impacted from COVID-19 under its flagship scheme PMKVY. This component has covered 116 districts of 6 States, namely, Assam, Bihar, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh selected under Garib Kalyan Rojgar Abhiyan (GKRA) of Ministry of Rural Development. As on 21.11.2021, 1.24 lakh migrants have been trained / oriented under this programme.
    2. COVID Allowance to training centres:  Common Norms Committee (CNC) for Skill Development Schemes has decided that 1.5% of the average training cost per trainee for 3 months, or 1.5% of the hourly base cost rate (as applicable as per category of trade undergoing the training) may be allowed as COVID Allowance.
    3.  ‘Customized Crash Course Programme for COVID Warriors’: Ministry is implementing special programme, ‘Customized Crash Course Programme for COVID Warriors’ with the aim to train about one lakh COVID warriors in six healthcare-related job roles. Under this special programme, 58,623 candidates have been trained / oriented as on 03.12.2021.
    4. Introduction of On-line skill training: On-line skill training has been introduced in both short term and long-term skilling ecosystem. On-line short-term training is being imparted through eSkill India portal and long-term training through Bharat Skill portal.

    Under ‘Customized Crash Course Programme for COVID Warriors’ launched by Ministry, Confederation of Indian Industry through its network of 16 distinct Hospitals is imparting skilling to youth. Further, in line with the New Education Policy, 2021, provision has been made under PMKVY 3.0 for phase-wise introduction of vocational courses in schools, in coordination with the Ministry of Education.

    The objectives of customized crash course are to meet the upsurge in demand of skilled healthcare workers, reduce the burden of healthcare professionals and provide timely healthcare services in the country. Under this programme, the training is being imparted in six healthcare job roles, namely, Basic Care Support, Home Care Support, Advanced Care Support, Sample Collection Support, Emergency Care Support and Medical Equipment Support; duration of which varies from 144 hours to 312 hours. Under fresh skilling, 21-days of theory-based classroom training is provided followed by approximately 90 days On-the-Job Training (OJT) in healthcare facility such as health centres, hospitals, diagnostic facilities, sample collection centres, etc. Under Upskilling, training is of around one-week duration as a bridge course on the above mentioned six job roles.

    Under this special programme, 58,623 candidates have been trained / oriented as on 03.12.2021.

    This information was given by the Minister of State for Skill Development and Entrepreneurship, Shri Rajeev Chandrasekhar in a written reply in the Lok Sabha today.
